§ 3.1. Composition of the City Council.

The governing body of the City shall consist of the Mayor and seven Councilmembers, with five Councilmembers elected from districts by the qualified voters residing in each district and two Councilmembers elected at large by all qualified voters of the City. Each Councilmember shall be elected for a four year term. The elections shall be nonpartisan, and each Councilmember elected from a district shall reside at the time of election in the district from which the Councilmember is elected.
