§ 2-52. Quorum.

  • (a)

    Upon the calling to order of any meeting of the council, the presiding officer shall ascertain whether there is a quorum present.

    (b)

    No quorum shall be declared unless a majority of the members elected to the council plus the mayor, excluding vacant seats, are present, and no public business shall be transacted unless a quorum is present. However, a lesser number may adjourn from time to time and compel the attendance of absent members as provided in this division.
